The Finance Authority of Maine (FAME) is a quasi-independent state agency dedicated to improving Maine’s economic landscape by expanding access to capital for businesses and increasing opportunities for educational advancement. FAME serves the people of Maine through a broad range of financial programs designed to drive business growth and educational attainment.
Over the past four decades, FAME’s technology environment has evolved organically—primarily through in-house development, with the addition of select commercial off-the-shelf (COTS) products. This incremental approach has resulted in a patchwork of custom-built solutions that lack a unified architecture. These disparate systems currently support mission-critical operations across the organization but introduce inefficiencies, duplication, and elevated risk due to inconsistent processes and limited integration.
FAME is embarking on a technology modernization initiative to design and implement a Target State Architecture that will streamline business operations, improve customer experience, and position the organization for long-term agility.
Through this Request for Proposal (RFP), FAME is seeking a consulting partner to design the future-state enterprise architecture.

The purpose of this document is to inform bidders on the approach FAME has used to respond to the submitted question for the RFP, provide guidance on how to navigate the answers, and provide several important clarifications that are pertinent to all bidders.
The purpose of this document is to refine the requirements provided in the Enterprise Architecture Design and Implementation RFP to address questions pertaining to Phase 1 Scope of Marketing requirements.
Bidders’ Conference Webinar
FAME hosted a Virtual Bidders’ Conference concerning this RFP on Tuesday, July 15th at 3 pm. Companies interested in attending were required to register by Tuesday, July 15, by 10 am. A video recording is available.
The purpose of the Bidders’ Conference was to answer and/or field questions, clarify for potential bidders any aspect of the RFP requirements that may have been necessary, and provide supplemental information to assist potential bidders in submitting responses to the RFP. Although attendance at the Bidders’ Conference was not mandatory, interested bidders were strongly encouraged to attend.
